Quality Improvement Incentive Payment (QIIP) measure selections due by July 12, 2026!

According to a communication from the Minnesota Department of Human Services (DHS), the nursing facility Quality Improvement Incentive Payment (QIIP) program measure selection for the
1/1/2028 rate year is now OPEN for the Quality Improvement Incentive Payment (QIIP) program!
- Quality Improvement Incentive Payment (QIIP) choices for the 1/1/2028 rate year are open.
- Nursing facilities need to make measure selection by Sunday, July 12, 2026!
To participate, please do the following:
- Log into the DHS Provider Portal. If you don’t know the username and password, please contact your facility administrator. Each facility has one username and password. If your administrator does not have this information, they should email [email protected] or [email protected] to request it.
- On the QIIP tab, click the link at the top of the page for your facility’s 2028 QIIP Choices Report. Good topic choices for your facility are shown in green on the right column of the report. You can also find results from past rounds on the page.
- Fill out the form on the page. You may save your choices and return to them later. When you are ready, click “submit”. All choices will automatically be logged on at 11:59 PM on July 12th.

Background
Facilities participate by selecting a quality measure to improve using any process changes. After one year, DHS calculates and awards a QIIP payment of up to $3.50 per resident day to each facility, depending on how much the facility improves compared to its baseline. QIIP payments continue for one year beginning January 1, 2028, and there is no financial penalty if facilities do not improve on their chosen measure.
